遇到该问题，发现这个包也不能卸载。提示Cannot uninstall ‘psutil’. It is a distutils installed project and thus we cannot accurately determine which files belong to it which would lead to only a partial uninstall.
还发现不同python版本，有的可以用有的不能用。这时候退出到系统的环境(退出Conda环境)，先查看故障提示，按照提示删除了提示处的/usr/lib/python3/dist-packages/psutil文件夹之后，pip install --upgrade --force-reinstall psutil 强制升级。
