问题描述：在eclipse中构建maven项目，完成后第一条pom.xml报错：
Multiple markers at this line
- Downloading external resources is disabled.
- cvc-elt.1.a: Cannot find the declaration of element 'project'.
解决方法和问题产生原因：
方法：将第一行后面的地址改为https就可以了。
原因：最新的schemaLocation地址已经是https协议了，原来的这个地址已不存在了。
